In the present article dynamics of the legal framework in the field of Russian environmental public administration (in particular, subsurface use on the continental shelf during exploration and extraction of oil and gas) is researched. Globalization processes affect all areas of human activity, and national legal systems are also subject to this effect. Nowadays it is clear that laws are becoming standardized and unified in the Earth. Both abroad and in Russia to find solutions to the challenges of globalization of jurists actively use rich worldwide spiritual heritage received from previous generations of humanity and at the same time use nationally accumulated legal experience. Implementation of the management instruments at the supranational level (global governance) allows speaking about formation of supranational administrative law. It reflects the process of formation and development of such management. Supranational governance is, for example, in the EU conducted together with the national management.
